Often, funding for school projects is erratic, unpredictable, piecemeal and not considerable enough to undertake significant projects. Multi-year projects are further imperiled by budget shortfalls and unsteady sources of income. Our ambitions are circumscribed by inadequate funding, which itself is created by impatience, the lack of deep thinking, planning and execution.
